Ashmore Colombia secures financing for Puertos de Santander solar project
Bogotá, Colombia – 30 September 2026
Ashmore Colombia, a subsidiary of Ashmore Group plc, is pleased to announce that one of its funds, alongside its shareholder Patria Investments, closed on the debt financing to fund the construction and development of Parque Solar Puertos de Santander, a new solar photovoltaic project located in Cimitarra, department of Santander.
The project will have an installed capacity of approximately 250.8 MWp and will connect to the National Interconnected System via a 36.8 km transmission line to the Primavera substation. Once operational, Puertos de Santander is expected to supply power to over 280,000 households, contribute to reducing the country’s carbon footprint by approximately 300,000 tonnes of CO2, and generate up to 1,219 jobs during its construction and operation phases. The project is expected to enter operation in December 2027.
The project’s revenues will be underpinned by long-term power purchase agreements (PPAs), together with 20-year Firm Energy Obligations (Obligaciones de Energía Firme) secured through Colombia’s reliability charge auctions.
This financial close builds on the track record established through Parque Solar Puerta de Oro, Colombia’s largest solar photovoltaic asset, located in Cundinamarca with an installed capacity of 360 MWp. In September 2026, a Sale and Purchase Agreement was executed for the sale of the asset to ISAGEN, a leading energy company in Colombia. The transaction closing remains subject to corresponding regulatory approvals.
The financing was provided by the Financiera de Desarrollo Nacional (FDN), Bancolombia, Banco de Bogotá and Banco de Occidente. Legal counsel on the financing was provided by Martínez Quintero Mendoza González Laguado & De La Rosa and Cuatrecasas.
The transaction team at Ashmore was led by Juan Pablo Fonseca, CEO of Ashmore Colombia, alongside Juan Pablo Rozo, Head of Portfolio Management, Juan Fernando Salazar, Investment Associate, and Juan Pablo Cote, Investment Analyst.
Juan Pablo Fonseca, CEO of Ashmore Colombia, said:
“The financial close of Puertos de Santander is another important milestone for Ashmore Colombia’s renewable energy platform in Colombia. Together with Patria Investments, we continue to deploy long-term capital into high-quality infrastructure that supports the country’s energy transition, building on the momentum created by Puerta de Oro. We are grateful for the confidence of FDN, Bancolombia, Banco de Bogotá and Banco de Occidente, and we look forward to bringing this project into operation and delivering reliable renewable energy to the region.”
