The province of Buenos Aires fully repaid its obligations as the federal government unveiled a timeline for sovereign debt re-profiling. Moody’s downgraded Ecuador’s credit rating to Caa1. Brazil, Thailand, Philippines and Russia cut their policy rates by 0.25% each. India kept rates stable but improved the monetary transmission channel to the economy.
